Under Article 155 of the Housing Code of the Russian Federation, penalties for late utility payments are calculated progressively using the Central Bank of Russia (CBR) key interest rate based on the duration of your delay.

Enter the overdue utility bill amount (debt principal) in rubles. Specify the number of days late (duration of delay). Input the active CBR key interest rate (default 21%). The calculator separates the delay into statutory periods: day 1-30 (0% penalty), day 31-90 (1/300 CBR rate), and day 91+ (1/130 CBR rate) to output the total penalty.
Formula & Calculation Method
For days 1–30: Penalty is 0. For days 31–90: Penalty = Debt × Days × (CBR rate ÷ 300). For days 91 onwards: Penalty = Debt × Days × (CBR rate ÷ 130). CBR rate is entered as a decimal (e.g. 21% is 0.21). Total Payable = Overdue Debt + Penalties.
Example Calculation
A late utility bill of 10,000 ₽ is overdue by 120 days under a CBR key rate of 21%. Calculation: First 30 days = 0 ₽. Next 60 days (days 31 to 90) = 10,000 ₽ × 60 × (0.21 ÷ 300) = 420 ₽. Last 30 days (days 91 to 120) = 10,000 ₽ × 30 × (0.21 ÷ 130) = 484.62 ₽. Total penalty = 905 ₽, and total payable is 10,905 ₽.
