The 12-Month Resale Lock-in Rule
To qualify for the heavily discounted Personal Use Recycling Fee (3,400 ₽ or 5,200 ₽), the importer must satisfy the following conditions:
- The car must be imported by a physical person (private citizen).
- The importer must register the car under their own name.
- The importer must not sell the vehicle for at least 12 months (365 days) from the registration date.
- The importer is allowed to import only one car per calendar year under the personal tariff.
